Background
For the past 40 years, the People’s Emergency Center (PEC) has been inspiring individuals to aspire. A comprehensive nonprofit social service agency, based in West Philadelphia, PEC provides housing and case management services to families experiencing homelessness and offers its families the opportunity to reside in one of its 220 affordable housing units, including emergency, transitional and permanent; receive case management and counseling services, and enroll in one of its three education centers – Center for Employment and Training, Center for Parenting and Early Childhood Education, and Center for Technology and Digital Inclusion.

After years of building and developing its service community, PEC is increasingly turning its attention outward in an effort to support the community in which it is located. In addition to community programming, PEC is also engaged in efforts to improve the community through commercial and mixed-use real estate development.

Qualifications Bachelor’s Degree and five years of relevant work experience. Ideal candidate will have a varied work experience in two or more of the following: commercial, residential, or institutional property management. Experience leasing units with government rent subsidies, such as Section 8 vouchers. Track record as a detail and results-oriented professional who works well with others, including diverse populations Working knowledge of Fire, Life Safety, OSHA, ADA rules and regulations. Working knowledge of Yardi or other asset management software and MS Project or other project scheduling software a plus.

Reports to: Vice President, Asset and Property Management

Responsibilities
The Manager, Property and Leasing is responsible for the management and leasing of PEC’s real estate holdings, including 220 apartments, three education and office buildings, and additional real estate in the pipeline for development. Responsibilities involve the full range of property management functions, including, but not limited to, budget preparation and execution, building operations, facility maintenance and repair, tenant relations, and project management.

Financial and Budget Management Charge and collect rents, chargebacks and other fees in accordance with lease agreements Follow procedures outlined in lease agreement for late rent collections and work with case managers and tenant to process evictions timely Examine and pursue opportunities to make changes to rents and fees in accordance with market changes Assist in preparing and developing annual property management operating budget, including supporting schedules for each building Examine all contracts for goods and services. Authorize contracts in accordance with Company policies and purchasing procedures and in accordance with budgetary guidelines Define and update a schedule of capital needs, including related budget and proposed timeline for execution

Coordinate and optimize all residential and commercial leasing, in concert with social services and CDC staff respectively, so as to maximize earnings and reduce financial loss due to vacancies

Property Management In coordination with property management department colleagues, take ownership of all property management needs, including maintenance, grounds keeping, parking and building systems, so as to ensure high levels of customer satisfaction Ensure PEC properties pass all third-party audits in a timely manner Serve as part of real estate development team, advising on property management related implications of project design, construction staging, lease-up and tenanting Monitor and maximize unit turnover rates to maximize earnings and enhance PEC’s capacity to serve more families within its current architecture Identify opportunities and propose creative strategies to maximize the ability of PEC’s current real estate holdings to generate unrestricted income to support PEC’s operations Communicate regularly with neighbors and the larger community to ensure our property management efforts are neighborly and resulting in positive community relations Ensure leases and related paperwork are current and in compliance with all legal and funder-related requirements Develop reporting dashboards to support tracking of performance against leasing, budget, vacancy, inspection, and marketing goals

Marketing & Leasing Establish and achieve lease-up and occupancy goals in accordance with budgeted expectations Establish and implement resident screening guidelines and ensure compliance with such from all applicants Develop and implement marketing plan to include development of marketing materials, such as ads, websites, brochures, etc. Regularly walk vacant units to ensure that they are rent ready per company standards Promote positive resident relations by working to ensure residents understand their responsibilities, where to turn for help, how to operate their unit, and community living standards and expectations Ensure compliance with all fair housing laws when conducting leasing transactions Review and approve all applicant files prior to move in for compliance with policies

This position requires the ability to work a flexible schedule including occasional evening and weekend hours. This position is a member of the Middle Management Team.
