The Housing Counselor works directly with clients and organizations to support moderate and low-income clients overcome barriers to housing and financial stability. The Counselor provides group and individual counseling to clients in both English and Spanish regarding pre-purchase, foreclosure and diversion, budgeting, credit, rent rebates, and delinquent real estate taxes, although the majority of the work will be with clients in financial crisis and foreclosure. The Counselor is expected to actively participate in the Save Your Home Hotline program to help clients in the Philadelphia foreclosure diversion court. The Counselor works closely with funding organizations and coalitions including the Office of Housing and Community Development, Ceiba, Nueva Esperanza, and the Office of Housing and Urban Development. Counselor will attend all required meetings and network with other organizations to provide comprehensive referrals for clients who need additional services.

Duties and Responsibilities:

¨ Manage all communications related to new, existing or prospective clients.

¨ Return phone calls and respond to written correspondence or emails from clients or prospective clients, within 24 hours.

¨ Schedule clients for appointments, identifying proper documentation.

¨ Conduct a detailed intake to assess client situation and options and create an action plan

¨ Conduct individual and group housing counseling sessions.

¨ Maintain hard copy and electronic files of each client served with detailed case notes, assuring compliance with funder standards.

¨ Keep updated information on program qualifications, loan applications/processes, credit requirements, and other requirements for clients.

¨ Provide emergency counseling assistance, crisis intervention and referrals, including creating proposals for clients in foreclosure seeking a workout agreement with the bank.

¨ Assess eligibility for and provide access and registration to applicable energy assistance resources.

¨ Provide referrals to resources for other pressing needs identified with clients, including food stamps, taxes, employment, and other resources as identified.

¨ Maintain certification as a Certified Housing Counselor

¨ Attend all training and educational meetings scheduled by CEIBA, OHCD or Concilio.

¨ Work with the Save Your Home Philly Hotline and Philadelphia Foreclosure Diversion program to assist clients in the process of foreclosure.

¨ Related duties as assigned.
