Cheyney University of Pennsylvania seeks a Director for the DBE Supportive Services Center. The Director is responsible for establishing and directing a statewide center, which has as it’s mission to assist in the commercial and financial growth of minority, disadvantaged and women-owned firms participating in the Federal-Aid Highway Program to successfully compete for and obtain contracts from the Pennsylvania Department of Transportation. The center is funded through grants from the Pennsylvania Department of Transportation (PennDOT). The essential job functions include but are not limited to the following:

o Provide statewide training and technical assistance to disadvantaged business enterprises (DBE’s) so that they can successfully compete for contracts with the Pennsylvania Department of Transportation (PENNDOT) by carrying out the following functions: Communications and Marketing, Information Dissemination, Technical Assistance & Training as well as Program Evaluation.
o Provide oversight of the budget for the Disadvantaged Business Enterprise Supportive Services Center.
o Work effectively with a DBE advisory Committee, which includes representatives from the Federal Highway Administration, the Bureau of Equal Opportunity of the PENNDOT, and the University.
o Establish and maintain a library for the Disadvantaged Business Enterprise Supportive Services Center.
o Oversee the evaluation of the activities of the Center.
o Serve as the chief spokesperson for the Center.
o Complete special projects and related duties as assigned.
o Prepare the annual continuation proposal and all other required reports

EDUCATION, TRAINING & EXPERIENCE: Required Bachelor’s degree in any discipline, 5 to 7 years of managerial experience with progressive responsibilities to include supervising staff and monitoring budgets and 2 to 3 years of experience in training are required. Additional requirements and experiences include program evaluation with a background in statistical analyses; superior technology skills; proposal writing or success in securing state and federal grants and contracts; grants and contract management along with presentation skills and the ability to lead training sessions for both internal and external constituents.
