Data and Evaluation Specialist, Congreso de Latinos Unidos
Congreso de Latinos Unidos, Inc., a dynamic nonprofit, is currently seeking a full-time Data and Evaluation Specialist (DES) within the agency’s Administrative division. The DES will contribute with efforts related to the planning, development, and implementation of data management systems, primarily focused on Efforts to Outcomes (ETO), to track demographics, program activities, and measure outcome indicators for social services. This position will configure ETO software, train staff on the use of ETO data systems, analyze data, prepare reports, and encourage a culture of performance management among staff. The DES provides high quality customer service in a multitasking team environment that requires him/her to be self-driven.
The Data and Evaluation Specialist has internal contacts with the entire administrative staff and external contact with partners and the community. This position has access to sensitive Congreso client information and is expected to handle such information with integrity and professionalism. The Data and Evaluation Specialist reports to the Director of Data and Evaluation and participates in department activities as necessary.

Supports with the design, configuration, implementation, and maintenance of Congreso’s ETO data management system
Supports integration among databases through download/upload of information between systems.
Provides ongoing training to ETO users, in both individual and group settings
Develops and updates all department protocols and training manuals
Fields all staff issues/questions, and serves as internal ETO help desk so that client data and information is collected efficiently and effectively
Corrects enrollment and demographic errors as part of ETO help function
Develops and updates forms to collect baseline client data and information from all programs in order to generate internal and external reports
Monitors data accuracy and completeness, including drilling down into data program by program. Responsible for data integrity including monitoring duplicates, carryovers, and improper end-user use
Assist with other funder databases systems as appropriate
Works with D&E team and program staff to update specific success indicators and outcomes that are suitable and realistic for each program
Runs and creates tailored in house or external reports as needed
Provides strategic analysis to programs, department and on special projects
BA/BS degree from an accredited college or university in a related field of study
2+ years’ work experience in the nonprofit sector
Required ETO Administrator Certification or experience working in an ETO Administrator role. However, we would accept experience managing other complex, relational databases
Excellent computer proficiency, including a knowledge of Microsoft Office applications
Advanced Excel skills including use of logic functions and pivot tables for processing data
Excellent organizational and analytical skills, including ability to multi-task in fast-paced environment
Knowledge of SAP Business Objects, Web Intelligence, Live Office, GIS and SPSS a plus
Bilingual (Spanish/English) preferred
