THE ORGANIZATION

Established in 1999, Children’s Scholarship Fund Philadelphia (CSFP) is a privately-funded program whose mission is to provide students from low-income Philadelphia families with financial access to quality, safe, K-8th grade tuition-based schools, thereby increasing the long-term economic and social success of their children. With a small but committed staff, CSFP grants four-year, need-based partial scholarships to students from low-income Philadelphia families, all of which are awarded by random lottery.

CSFP is a diverse program, with no political or religious affiliation. Participating families come from every ethnic background, and our current 4,100 students are enrolled at more than 185 area private, parochial and other community tuition based schools throughout Philadelphia.

The majority of CSPF’s corporate funding comes from partnerships through Pennsylvania educational tax credit programs. Through the 13 year old PA Educational Improvement Tax Credit (EITC), and the newly launched Opportunity Scholarship Tax Credit (OSTC), businesses can receive a tax credit against their corporate tax liability for contributions of scholarship funds to CSFP. While the long-standing EITC program is often fully subscribed within days of opening, the newer OSTC program has not yet been not fully subscribed. Consequently, there are millions of dollars of business tax credit dollars available today.

With the grant of a national funder, CSFP has launched an ambitious, focused and multi-pronged plan to connect more effectively with corporate leaders and educate and acquire new corporate donors through the OSTC program. CSFP’s goal is to ensure that additional tax credit funding is provided in Philadelphia to serve the most at-risk population with even greater scholarship support to attend quality schools of their choosing.
