Construction / Cost Estimator (NSPII Rehab Specialist), Norris Square Civic Association

Description:
Develops construction specifications and cost estimates for housing rehabilitation to stimulate the economy and to revitalize the community. Ensure timely and quality activities aligned with NSCA’s mission while complying with contractual stakeholders.

• Inspects potential properties.
• Identifies structural and other latent deficiencies which then may be referred to an engineer/architect.
• Develops a scope of work for each project- and drafts project specifications.
• Develops internal cost estimates of repairs as basis for bid process.
• Develops bid packet for contractors-sub-contractors.
• Oversees bid process as required for contractor selection.
• Oversees zoning and permit process as necessary.
• Inspects project to ensure quality of work and that work meets local, state, and federal code/governmental regulations, and other applicable requirements.
• Ability to comply with HUD and other contractual partnerships.
• Ability to conduct / ensure compliance with Home Energy Rating System review.
• Writes reports (and provides updates and or photos) as required by contractual stakeholders and the NSCA.
• Documents subcontractor’s quality and performance.
• Prepares and submits invoices for contractor payment.
• Supervises Maintenance Crew / Contractor and or Sub-Contractors to coordinate and determine priorities of work load and establishes time lines to fulfill the project promptly.
• Conducts final inspections of resident code, material specification and workmanship compliance.
• Other duties or special projects, as assigned.
