Citizens Guide to the Budget
The Pennsylvania Intergovernmental Cooperation Authority released its revised Citizen’s Guide to Philadelphia’s General Fund Budget. The purpose of the guide is to provide an accessible means for understanding the City’s budget and the impact of the recession on the City’s revenues and expenditures. It also provides a snapshot of revenue and expenditure trends experienced by City government over the last decade. The guide describes the various revenue sources, tax rates and how much each revenue source generates. The guide also provides some detail on the City’s overall spending along with personnel trends across City government and within City departments over time.
